QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Basic Salary Scale: Ksh. 90,200.00 - 124,630.00 (CPSB 05)
House Allowance: Ksh. 28,000.00 p.m
Commuter Allowance: KSh. 12,000.00 p.m.
Other Allowances as Per the SRC Circulars
Terms of Service: Permanent and Pensionable
Requirements for Appointment-;:
Bachelor’s degree in Public Administration, Urban/Regional Planning, Business Administration, or related field.
Master’s degree (preferred for senior towns or competitive positions).
At least 6years of relevant experience, with 3 years in a managerial role.
Strong knowledge of county laws, urban development policies, and governance frameworks.
Proven leadership, financial management, and stakeholder engagement skills.
Duties and Responsibilities:
Coordinate operations and general administration of the town/municipality.
Implement decisions made by the Municipal Board or County Government.
Prepare and oversee the implementation of strategic and annual work plans.
Guide development and implementation of urban/town development plans.
Ensure efficient provision of public services (water, sanitation, waste management, etc.).
Monitor performance of departments and service provider
Oversee revenue collection and budget implementation at the town level.
Ensure proper utilization of funds in accordance with Public Finance Management (PFM) laws.
Liaise with community members, private sector, NGOs, and development partners.
Facilitate citizen participation in planning and development activities.
adherence to legal, regulatory, and policy frameworks governing urban areas.
Prepare reports for submission to County Government and other oversight bodies.
Plan, monitor and evaluate performance of staff against the set targets.
