QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 124,630.00 - 172,350.00 (CPSB 03)House Allowance: Ksh. 35,000.00 p.m Commuter Allowance: KSh. 16,000.00 p.m.Other Allowances as Per the SRC CircularsTerms of Service: Permanent and PensionableRequirements of AppointmentsBachelor's Degree in Urban and/or Regional PlanningMasters Degree is an added AdvantageRegistration as a Physical Planner for at least five years and in good standing with the relevant professional bodyProven professional competence, integrity, and leadershipDuties and ResponsibilitiesDevelop, implement, and supervise county physical development plans and policies in line with the Physical Planning Act (Cap 286) and other relevant legislation.Coordinate and oversee all land-use planning activities within the county, including zoning, subdivision, and development control.Provide technical advice to the County Executive Committee (CEC), County Assembly, and other stakeholders on physical planning matters.Manage the preparation, review, and approval of physical development plans, spatial plans, and building plans to ensure compliance with statutory requirements.Lead and supervise the county’s physical planning department, including planning officers, surveyors, and support staff.Monitor compliance with planning laws, regulations, and development standards, and take enforcement action where necessary.Engage and consults with communities, developers, government agencies, and other stakeholders during planning processes to ensure inclusive and sustainable development.Prepare and submits reports, proposals, and recommendations to the County Government and relevant authorities.Facilitate capacity building and training of staff within the physical planning department.Coordinates with national government bodies such as the Ministry of Lands and Physical Planning, Kenya Urban Roads Authority (KURA), and other regulatory agencies.Manage the county’s physical planning resources, including budget, equipment, and technical tools.Promote sustainable development by integrating environmental considerations into physical planning processes.Represent the county in forums, committees, and conferences related to physical planning and urban development.Ensure effective communication and collaboration between the physical planning department and other county departments.Plan, monitor and evaluate performance of staff against the set targets.
