QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 124,630.00 - 172,350.00 (CPSB 03)House Allowance: Ksh. 35,000.00 p.m Commuter Allowance: KSh. 16,000.00 p.m.Other Allowances as Per the SRC CircularsTerms of Service: Permanent and PensionableRequirements for Appointment:-Have a minimum of ten (10) years’ relevant experience in intergovernmental relations or a comparable position in the Public Service or Private sector.Be a holder of a Bachelor’s degree in International Relations, Public Administration, Business Administration, Development Studies, Communication, or any other relevant qualification from a recognized institution.A Master’s degree in International Relations, Public Policy, Project Management, Development Studies, or a related field.Strong understanding of Intergovernmental frameworks and Public Sector governance in Kenya.Familiarity with regional economic blocs, Possess strong negotiation, communication, and interpersonal skills with the ability to build and maintain strategic relationships.Demonstrate merit and ability as reflected in work performance and results.Be proficient in computer applications.High-level interpersonal and communication skills, capable of dealing with senior officials, foreign dignitaries, and diplomatic representatives.Demonstrate experience in drafting and managing Memoranda of Understanding (MoUs), contracts, and donor agreementss.Proven ability to manage partnerships and network across sectors and government levels.Ability to work under pressure and multicultural environments.Demonstrate understanding of and commitment to the values and principles outlined in Article 10 and 232 of the Constitution and satisfy the requirements of Chapter 6 of the Constitution.Duties and Responsibilities:-Provide strategic leadership in developing and implementing partnership and collaboration strategies for the county government.Identify, initiate, and manage partnerships and linkages with development partners, private sector, NGOs, and other stakeholders.Coordinate and facilitate stakeholder engagement, consultations, and relationship management to enhance county programs and projects.Develop policies and frameworks for partnerships, linkages, and liaison functions in line with county development objectives.Negotiate and manage Memoranda of Understanding (MoUs), agreements, and contracts with partners.Mobilize resources through partnerships to support county development priorities and programs.Monitor and evaluate partnership programs and linkages to ensure compliance with agreements and achievement of desired outcomes.Provide technical advice to county leadership on strategic alliances, donor relations, and networking opportunities.Prepare and submit periodic reports on partnership activities, linkages, and outcomes to the County Executive and relevant oversight bodies
