QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 124,630.00 - 172,350.00 (CPSB 03)House Allowance: Ksh. 35,000.00 p.m Commuter Allowance: KSh. 16,000.00 p.m.Other Allowances as Per the SRC CircularsTerms of Service: Permanent and PensionableRequirements for Appointment:-Holder of Bachelor of Laws (LL.B) degree from a recognized institution;A Master’s degree in Law, Public Administration, or any related field Hold a Postgraduate Diploma in Law from the Kenya School of Law; A minimum of ten (10) years’ relevant experience, Three (3) years of which should be at a senior management level in legal practice or legal advisory servicesMust be an Advocate of the High Court of Kenya for at least ten years and having a current practicing certificate; Must be a member of the Law society of Kenya in good standing; Certificate in senior management course lasting not less than four (4) weeks from a recognized institution.Must demonstrate knowledge and experience in legal research, legislative drafting, and litigation management.Have a strong understanding of constitutional law, devolution, governance, and public administration frameworks.Duties and Responsibilities:-Ensure legal and regulatory policy reform and compliance; Provide strategic leadership and direction in the management of legal services within the county government.Advise the County Executive and departments on legal matters and interpretation of laws, policies, and regulations.Draft, review, and approve legal documents including contracts, MoUs, agreements, and policies to ensure compliance with applicable laws.Represent the county government in legal proceedings, including litigation, mediation, negotiation, arbitration, and alternative dispute resolution.Oversee the preparation of legal opinions, briefs, and submissions on various legal issues affecting the county government.Ensure compliance with constitutional provisions, statutory requirements, and relevant governance laws in all county operations.Coordinate legislative drafting and provide technical input during the formulation of county bills, by-laws, and regulations.Manage and supervise legal officers and support staff in the legal department to ensure efficient service delivery.Ensure compliance with the law in the operations of all departments; Perform legal and regulatory risk analysis as required for decisions making, enforcement actions and statutory interventions;Plan, monitor and evaluate performance of staff against the set targets.
