QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Basic Salary Scale: Ksh. 105,570.00 -139,790.00 (CPSB 04)
House Allowance: Ksh. 28,000.00 p.m
Commuter Allowance: KSh. 14,000.00 p.m.

Requirements for Appointment-:
Bachelor’s degree in Water Engineering/Structural Engineering/Civil Engineering/Water Quality or Waste Water Treatment Technology
Master’s degree in environmental science or engineering and specialized in hydrology is an added advantage.
Have minimum Seven (7) years' relevant experience in management Three (3) of which must be in a management position or equivalent positions either in the Public Service or Private sector
Certificate in a senior management course not less than four (4) weeks from a recognized institution.
Demonstrated knowledge of the relevant legislation including the Constitution of Kenya, County Government Act, 2012
Ability to build and lead cohesive teams
Meet the requirements of Chapter Six of the Constitution of Kenya.
Have minimum Seven (7) years' relevant experience in management Three (3) of which must be in a management position or equivalent positions either in the Public Service or Private sector
Demonstrated knowledge of the budgeting process
Duties and Responsibilities
To be liaison with the government ministries, agencies and national training institutions;
To chair and participate in routine and other meetings;
To be responsible for the follow-up of the decisions, recommendations and other outcomes of the public service board;
To report all activities of the chief officer;
To be responsible for the official communication between assistant director water and sanitation services and director irrigation and drainage services and other county government or institutions relevant to the department;
To monitor the county budgets (national and county), with the chief officer, and on timely and necessary changes adaptation to procedures, in order that funds are released;
To assist in briefings at senior officers level in the collaborating ministries and county administrations to raise awareness of the department objectives and strategy –and to ensure the smooth running of department;
