QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Basic Salary Scale: Ksh. 102,860.00 - 137,070.00 (CPSB 04)
House Allowance: Ksh.28, 000
Commuter Allowance: Ksh.14, 000 p.m.
Other Allowances as Per the SRC Circulars
Terms of Service: Permanent and Pensionable

Requirements for Appointment:-

Bachelor's degree in Computer Science, Information Technology, Information Systems or a related ICT field from a recognized institution.
A Master’s degree in a relevant ICT or management field will be an added advantage.
Have at least seven (7) years of relevant experience, three (3) of which should be at a managerial/supervisory level.
Certificate in senior management course lasting not less than four (4) weeks from a recognized institution.
Be proficient in modern ICT systems, including network administration, cybersecurity, and enterprise systems.
Possess certification in any of the following will be an added advantage: Cisco, Microsoft, CompTIA, ITIL, PMP, PRINCE2, etc.
Demonstrate strong leadership, project management, and communication skills.
Duties and Responsibilities:-
Assist in developing and implementing the county’s ICT strategy and policies.
Oversee implementation of ICT projects and ensure alignment with county objectives.
Manage ICT systems, networks, and infrastructure, ensuring reliability and security.
Lead in systems analysis, development, deployment, and support.
Supervise ICT teams and oversee capacity-building and training programs.
Ensure compliance with ICT standards, security protocols, and data protection regulations.
Promote automation and innovation in county operations and public service delivery.
Prepare and manage ICT budgets, procurement plans, and project documentation.
Provide technical advice to county departments on ICT matters.
Represent the county in intergovernmental ICT forums and initiatives.
Plan, monitor and evaluate performance of staff against the set targets.
