QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 105,570.00-139,790.00 (CPSB 04)House Allowance: Ksh. 28,000 pmCommuter Allowance: Ksh. 14,000 pmOther Allowances as Per the SRC CircularsTerms of Service: Permanent and PensionableRequirement of AppointmentBachelor of commerce, Business administration or related studies from a recognised university.Holder of CPA (K) and a member in good standingKnowledge and relevant work experience of not less than 7 years, 3 of which must have been at senior management level in a public or private sector.Knowledge and experience in Public Service/Devolved system of Government including financial reporting and auditingKnowledge and experience in Risk ManagementDuties and Responsibilities -:Lead the smooth and efficient operation of the department through the management of daily operations and assist with the development of the department’s plans, goals and objectives and systems.Lead staff development/training, workshops and offers coaching to staff on performance improvements to ensure all staff are given the tools required to operate effectively.Lead a timely and accurate completion of the appraisal process, promoting a positive attitude, from goal setting for new recruits to monitoring performance of employees, initiating disciplinary proceedings, where necessary.Participate in Preparation of annual budgets and annual accounts in accordance with defined procedures.Act as a Liaison officer between the treasury and other government departments in accordance with defined procedures.Attend meetings, workshops and training sessions as instructed to ensure awareness of any change in policies or procedures which may be relevant to the role.Assist with the preparation of the Department’s Annual Budget.Assist in Preparing management financial reports which include monthly expenditure returns, monthly bank reconciliations, revenue/AIA returns, cash flow statements, analysis of deposits; Review and Submitting monthly, Quarterly, Yearly Reports, confirming compliance with the requirements for preparation and submission of management and statutory reports to the Accountant General.Authorizing payments, signing cheques, and identifying suitable cheque signatories and setting limits as appropriate;Monitoring implementation of Accounting Standards and systems for compliance including Integrated Financial Management Information System (IFMIS) operations;Assist in Follow up on Audit matters including compilation of Treasury memorandum in respect of all departmentDeputies in the absence of the Accountant General.Assist with the preparation and submission of Performance Planning and Appraisal Report for staff.Research, analyze and prepare reports and provide advice.Identify job specific and environmental factors and develop, where applicable, implement and promote the health and safety policies. Mitigate and minimize workplace hazards.Perform any other related duties as required by Supervisor or any other senior officer in order to contribute to the effectiveness and efficiency of the department
