QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 127,340-182,890House Allowance: Ksh. 35,000 pmCommuter Allowance: KShs.16,000 pmOther Allowances as Per the SRC CircularsTerms of Service: Permanent and Pensionable Requirements for Appointment-:Bachelor’s Degree in Agriculture, Home Economics, Crop production, Agronomy, Horticulture, Agribusiness or related field;A Master’s degree in any of the following fields: Food Science, Home Economics Agriculture, Horticulture ,Agriculture Economics, Agribusiness or Agriculture Extension and Education from a recognized institution will be an added advantage;Knowledge and work experience of not less than ten (10) years, five (5) of which must have been at Senior Management level in the Public Service or Private Sector;Certificate in a senior management course not less than four (4) weeks from a recognized institution;Duties and Responsibilities -:Oversee the overall management and operations of all County Agricultural farms.Oversee the preparation and implementation of work plans and budgets for the Department.Take an active role in the formulation, review and implementation of County Specific Agricultural policies.Advise the County government on issues relating to the agricultural legislations, policies and their conceived implicationsImplement performance contracting and management of agricultural section staff to enhance efficiency in resource utilization and effectiveness in service deliveryDevelop management strategies to ensure food and nutrition security while monitoring the implementation of specific safety net policies at county levelEnsure effective and timely deployment of staff across the various departmental sections and Monitor and evaluate efficiency and effectiveness of service delivery methods and procedures.Effective coordination of activities of the agricultural technical services in the County.Develop linkages within the agricultural sector and with other relevant stakeholders including National and regional organizations for Agricultural developmentFacilitate the development of agriculture, livestock and fisheries micro enterprises value addition and business plans in the countyIdentify impediments and constraints to implementation of policies and programmes and projects in the CountyDesign and implement well prioritized and competitive programmes and projects for the CountySet long term goals for the development of agriculture in the County and mainstream Integrity Assurance in projects and programmesDevelop and enact bills and regulatory frameworks for county specific policiesRepresent government position in the agricultural boards, committees and institutions as provided by the lawInterpret and apply the Agricultural Act and other related statutes in line with department’s goals and objectives
