Possession of a relevant Master’s degree will be an added advantage Have attended Senior Management course from Kenya School of Government or any other institution recognized in Kenya as added advatage; Have understanding and knowledge of E- procurement; Be a member of a professional body (KISM) and possess a current practicing license. Demonstrate understanding of the Public Procurement and Disposal Act 2015 and its regulations.Duties and Responsibilities:- Develop and implement county procurement and supply chain management policies, strategies, and procedures in line with relevant laws and regulations.Plan, coordinate, and supervise all procurement processes within the finance department to ensure compliance with the Public Procurement and Asset Disposal Act, 2015.Oversee preparation, implementation, and monitoring of the departmental procurement plan to align with the county budget and work plans.In liaison with other departments, provide guidelines on matters of procurement, contract design and implementation; Provide technical advice to the Chief Officer for Finance and other user departments on procurement planning and contract management.Coordinate and manage tendering processes including preparation of tender documents, evaluation of bids, and contract awards.Ensure proper documentation, custody, and updating of procurement records and reports for accountability and audit purposes.Monitor and enforce compliance with procurement laws, regulations, and internal control measures to prevent irregularities and losses.Supervise, mentor, and evaluate supply chain management officers under the department to enhance efficiency and adherence to procedures.Prepare and submit periodic procurement and supply chain management reports to the County Executive Committee Member for Finance and relevant oversight bodies.Developing the County Annual Procurement Plan and ensuring adherence to it;Providing administrative guidelines on interpretation and implementation of Public Procurement and Disposal Act 2015 and the supporting regulations; Analyzing supply chain management policies, rules, regulations, structures and systems;Preparing tender documents in accordance with the Public Procurement Act 2015 and coordinating the tendering process; Determining and proposing methods and strategies of handling the supply chain management function; Ensuring high professional supply chain management standards; Plan, monitor and evaluate performance of staff against the set targets.
