QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 90,200.00 - 124,630.00 (CPSB 05)House Allowance: Ksh. 28,000.00 p.m Commuter Allowance: KSh. 12,000.00 p.m.Other Allowances as Per the SRC CircularsTerms of Service: Permanent and Pensionable Requirements for Appointment-;Bachelor’s degree in Finance, Accounting, Business Administration, Commerce, Economics, Asset Management, or any other relevant and equivalent qualification from a recognized institution.Must be a Certified Public Accountant of Kenya (CPA K) or hold an equivalent professional qualification; a certification in Asset Management, Supply Chain Management, or related field will be an added advantage.Membership to a relevant professional body such as ICPAK or KISM will be considered an added advantage.Must demonstrate experience in asset accounting, asset verification, and disposal processes.Possess the knowledge of the Public Finance Management Act, 2012, and the Public Procurement and Asset Disposal Act, 2015.Be proficient in the use of computerized asset management systems such as ERP or IFMIS.Possess strong analytical, report writing, leadership, and supervisory skills, as well as the ability to implement internal controls and compliance frameworksDuties and Responsibilities:-Develop, implement, and maintain asset management policies, procedures, and frameworks in compliance with the Public Finance Management Act, 2012.Oversee the registration, tagging, and updating of all organizational assets in the asset register.Coordinate physical verification, valuation, and condition assessment of assets periodically.Ensure proper accounting, classification, and reporting of assets in accordance with International Public Sector Accounting Standards (IPSAS).Supervise asset disposal processes in line with the Public Procurement and Asset Disposal Act and related regulations.Monitor and report on the status, utilization, and maintenance of assets to ensure optimal use and safeguard against loss or misuse.Prepare periodic asset management reports for submission to senior management and oversight bodies.Ensure compliance with relevant asset management policies, laws, and audit recommendations.Plan, monitor and evaluate performance of staff against the set targets.
