QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES Basic Salary Scale: Ksh. 99,990 -133, 870 (CPSB 04)House Allowance: Ksh.28, 000Commuter Allowance: Ksh.14, 000 p.m.Leave Allowance (Annual): Ksh. 10,000Terms of Service: Permanent and PensionableReports to: Chief Officer Public Service ManagementRequirement for Appointmenti) Be a holder of Bachelor’s degree in Information Science/Records Management from arecognized institution.ii) A Master’s degree in Records and Archives Management from a recognized institutionwill be an added advantage.iii) Knowledge and work experience of not less than Seven (7) years, three (3) of which musthave been at Senior Management level in the Public Service or Private Sector.iv) Demonstrate outstanding professional competence and administrative ability in themanagement of the records function.v) Membership of a relevant professional body.vi) Management and leadership course of not less than four weeks from a recognizedinstitution will be an added advantage.vii) Successful applicant to meet the requirements of Chapter Six of the Constitution onLeadership and Integrity.Duties and Responsibilitiesi) Initiate, develop and implement Records Management policies and procedures.ii) Lead in development and implementation of the Records Management Strategy.iii) Advise on new records management policies, providing a framework to guide staff in themanagement and use of the departmental records systems.iv) Prepare and submit budget estimates and work plans for the registry section to ensureadequate allocation of resources.v) Develop and oversee implementation of sound security of information and records tosafeguard private and confidential data of the County.vi) Coordinate the provision of efficient and effective management of registry services.vii) Provide leadership in training, capacity building, mentoring and coaching of section’sstaff to inspire and motivate them.viii) Ensure staff are sensitized and understand the creation and management ofrecords management systems.ix) Custodian of County Government records.x) Design and develop digital filing systems and efficient records retrieval systems in thecounty.xi) Ensure compliance with relevant legislations and regulations.xii) Liaise with Kenya National Archives and Documentation Services on Appraisal anddisposal of records.xiii) Plan, monitor and evaluate performance of staff against the set targets.
