QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Duties and Responsibilities

• Lead in the design, development and delivery of the roads and infrastructure strategy and operational plans in the county
• Prepare and control the division’s budget and recommend needed improvements in capital projects
• Secure and manage financial support for development plans
• Formulate and recommend county policies for adoption by management
• Direct the preparation and implementation of policies, procedures and standards relating county roads and infrastructure
• Overall supervision, training and developing of division staff
• Review, approve and sign plans and specifications for most county work including street, sanitary sewer, storm drains, and traffic signals etc.
• Meet the developers, contractors, realtors, engineers, and architects to explain county development policies
• Recommend changes, review progress and approve cost estimates or proposals
• Review and approve county communication regarding all aspects of traffic: parking, traffic signals, speed zones, signings, parking etc.
• Make presentation to the county executive pertaining to roads and transport projects
• And develop division performance contract

Qualifications knowledge and skills

• Bachelor’s degree in Mechanical Engineering or equivalent from a recognized university
•Certificate in a senior management course not less than four (4) weeks from a recognized institution.
• Meet the requirements of Chapter Six of the Constitution of Kenya.
• Have minimum Seven (7) years' relevant experience in management Three (3) of which must be in a management position or equivalent positions either in the Public Service or Private sector
• Demonstrated knowledge of the budgeting process
• Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of quantity surveying function.
• Demonstrated knowledge of the relevant legislation including the Constitution of Kenya, County Government Act, 2012
• Ability to build and lead cohesive teams
• Registered with engineers board of Kenya
• Knowledge of relevant legislation such as the constitution of Kenya, county government act
