QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Duties & Responsibilities

• Provide administrative direction and oversight of all ECDE programs and activities.
• Supervise County ECDE officers and other staff below him/her
• Liaise with ECDE stakeholders on matters of Education
• Act as strategic and policy advisor on ECDE matters to the Chief Officer
• Coordinate human resource management and development for the technical and support staff in the section.
• Coordinate performance management for technical and support cadres in the department.
• Interpret and implement policy direction at the department
• Proposes to the Chief Officer partnerships with both private and other public organizations and individuals in developing ECDE facilities and activities.
• Conduct training, mentoring, and evaluating ECDE officers in the County.
• Work with other agencies, bodies, government to improve the ECDE facilities and enhance the use of the facilities
• Deal with registration of ECDE centres
• Oversee the monitoring and evaluating of ECDE programmes and projects in the county
• Prepare quarterly and annual reports detailing challenges and successes of the section
• Develop and manage departmental budgets.
• Oversee development and maintenance of ECDE centres



Requirements for Appointment

• Holder of Bachelor’s degree in Education. (A specialization in Curriculum Development or Early Childhood Education will be an added advantage)
• Seven (7) years’ experience, three (3) years of which must have been in a senior management level in an institution either in public or private sector
• Experience in public sector/County Government operations
• Creative and innovative, technical problem solving, transformative and resource management skills;
• Integrity and commitment to produce results, ability to work with minimum supervision;
• Ability to get on well with the diverse workforce and
• Good communication and Analytical skills
• Meet the requirements of Chapter Six of the Constitution of Kenya.
