QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Duties & Responsibilities

• Oversee the overall management and operations of the ATCs, AMS and all county agricultural farms
• Oversee the preparation and implementation of work plans and budgets for the department
• Advise the county government on issues relating to the agricultural legislations, policies and their conceived implications
• Implement performance contracting and management of agricultural section staff to enhance efficiency in resource utilization and effectiveness in service delivery
• Develop management strategies to ensure food and nutrition security while monitoring the implementation of specific safety net policies at county level
• Ensure effective and timely deployment of staff across the various departmental sections and
• Monitor and evaluate efficiency and effectiveness of service delivery methods and procedures
• Effective coordination of activities of the agricultural technical services in the County
• Develop linkages within the agricultural sector and with other relevant stakeholders including National and regional organizations for Agricultural development
• Facilitate the development of agriculture, livestock and fisheries micro enterprises value addition and business plans in the county
• Identify impediments and constraints to implementation of policies and programmes and projects in the County
• Design and implement well prioritized and competitive programmes and projects for the County
• Set long term goals for the development of agriculture in the County and mainstream Integrity Assurance in projects and programmes
• Take an active role in the formulation Review and implementation of County Specific Agricultural policies
• Implement the National and county specific agricultural and livestock policies and legislation
• Develop and enact bills and regulatory frameworks for county specific policies
• Represent government position in the agricultural boards, committees and institutions as provided by the law
• Interpret and apply the Agricultural Act and other related statutes in line with department’s goals and objectives
• Oversee the formulation and implementation of the performance contracts for the County
• Provide input into the budgeting process in the Agriculture Section.

Requirements for Appointment

• Bachelor’s Degree in Agriculture, Home Economics, Crop production, Agronomy, Horticulture, Agribusiness or related field
• Certificate in a senior management course not less than four (4) weeks from a recognized institution.
• Demonstrated knowledge of the relevant legislation including the Constitution of Kenya, County Government Act, 2012
• Ability to build and lead cohesive teams
• Meet the requirements of Chapter Six of the Constitution of Kenya.
• Have minimum Seven (7) years' relevant experience in management Three (3) of which must be in a management position or equivalent positions either in the Public Service or Private sector
• Computer literacy
• Demonstrated knowledge of the budgeting process
